[p4] perforce setup on a NAS

Perforce is a client/server system; I don't think you can run it on a NAS
device (unless there's a way to run arbitrary services on your NAS, but my
understanding is that they just act as filesystems).  You can however
locate the server archives on a NAS (technically the database as well but I
think historically this has been discouraged for performance reasons).
