[p4] Disk space consumed from an aborted submit - how to clean up?

If you retry the submit of that same change I believe those pending revisions
will be overwritten (the pending change number is the storage key).

Other than that, there isn't any p4 command to clean up those
revisions.  I'm pretty sure I've heard of admins who have
written scripts to clean up "orphaned" archives; maybe one of them
will chime in here...
