[p4] P4V 2018.2 - Reconciling files do not appear if opened exclusive for add by s

Hi,

I am using P4V Rev. P4V/NTX64/2018.2/1652877 and i have noticed that reconciling
offline files will not show any files that can be marked for add if it's
been exclusively marked for add by someone else.

I added a screenshot for reference. You can see that in the "Local files
not in depot", I have a test.txt file but not my  test.bin  file which
happened to be exclusively marked for add by another user. Eventhough perforce
will not allow users to add files exclusively locked by someone else, I
don't think it should prevent the reconcile operation from at least
informing me that I have a file that is not in the depot.
