Sounds very similar to this bug that was fixed in the 2014.1 server:

#767850 (Bug #69355) **
    'p4 reconcile -n' and all of its aliases now
only require 'read'
    permission on the files in its path to show what needs
to
    be reconciled.

where the bug was that reconcile was filtering for "files that can be
opened" even in reporting mode.  I'd guess a similar fix
might be necessary to have Folder Diff show "+l" files.
