I figured out a way... Just setting the client option to 'clobber'
instead of 'noclobber' did the trick.  honestly not sure what
is causing the files to get this message (possibly if files are somehow getting
read-only unchecked) because nothing else should be modifying these files unless
someone logs into the machine manually and starts changing things, but that
isn't what is happening.  If they are modified they should
definitely be discarded because it should be whatever is on perforce.
