Excellent - Setting LOGNAME did the trick
(export LOGNAME=xxxxxx from cygwin shell)

On Windows, RCS tries to use the LOGNAME, then USERNAME environment variables as the 'author' , if you can temporarily change one of them with the SET command, then it will work.

There's a -w command-line option for the `ci` command  that allows you
to "lie" about the value for author.
