testing facilities

Hi Thien-thi  -- two more ideas for testing (esp. for portability):

1) try "make syntax-check", if you've imported the relevant stuff from
   gnulib.  There are a lot of nontrivial tests in there.  See the file
   top/maint.mk in the gnulib project.  I admit I don't have its details
   in my head, but if you can't make it out, [email protected] should
   be able to help.

2) add rcs to the hydra builds.  See the last section of
   http://www.gnu.org/software/devel.html.
