   and an empty file, ",In.cpp,v,", appears in the RCS
   subdirectory.

I'm sorry i cannot reproduce this w/ RCS 5.9.2 on Debian 7
and don't have earlier versions installed to test against.
Have you tried 5.9.2 (released 2013-11-28)?
