   USER should be fine.
   The only readonly env variable is LOGNAME

OK.  The next release will prefer ‘USER’ to ‘LOGNAME’:

After you make that change locally (and rebuild), you can also 
change tests/t900 like so:

As for the other tests, i notice that instead of creating "x,v"
(the RCS aka "comma-v" file), RCS creates "RCS".  Hmmm...
