   I am using RCS(rcs-5.7-37.el6.x86_64) on RHEL6.4. I just
   found one critical bug that the other can modify the file by
   force with "wq!" when one file is checked out by someone. I
   think it is very not reasonable or may cause big problem.

Thanks for reporting this.  We have two possible paths forward:

- You install RCS 5.9.4 (released earlier this year).
  You reproduce the problem on your system.
  You write a "recipe" that reproduces the problem reliably.
  You post it here.
  I follow the recipe to reproduce the problem on my system.
  I determine if/how/why the problem exists, and fix it (maybe).
