I have just pushed ephemeral (SUBJECT TO EVENTUAL DELETION)
branch =E2=80=98q-ns=E2=80=99 to savannah that adds support for nanosecond
resolution for the file mtime (where possible).  I do this now
because i have some urgent IRL duties to attend to, and won't be
able to work on RCS for the next week or so.  In the meantime,
i hope people can find a moment to take a critical look at the
proposed changes and post their (constructive) critique.
