Problems when using VCP for CVS to P4 conversion in WINDOWS.

I am trying to migrate CVS on a remote machine to Perforce installed on a remote machine. I have both the clients installed on my machine. I am able to successfully checkout code using the same CVSROOT configured in the .vcp file. On running the VCP command: I get the following error: cvs: cvs [log aborted]: C:\Develop\$CVSROOT/CVSROOT: Bad address because it appends the current working directory to the CVSROOT. Am I missing any configuration setting here?
