Let me see if I can reproduce it here and find out what's wrong; I'm
getting a name resolution error for ftp.perl.org right now or I'd have a
better answer for you in this email.

Can you try installing HTML::Element via CPAN first and seeing if the
problem goes away?

You can also safely ignore the HTML prereqs for VCP, they're only needed
if you actually produce the HTML.  I can redo that here and check the
HTML in to the perforce public depot if you like :).
