[ANNOUNCE] dist/vcp.exe

I've gotten the Win32 packaging of VCP straightened out and the file
//public/revml/dist/vcp.exe is a Win32 executable that *should* work
on Win32.  It's not been fully tested, so expect some bugs to shake out.

I've gotten the test suite to run it partially, but I need to spend some
time to get all tests passing on the regular bin/vcp first and then
make sure vcp.exe passes (there are some test suites that improperly
fail, obscuring any real failures that pop up).  This requires some
tricky XML tweaking to get right, more news as I finish it up.
