We now have a prerelease executable undergoing testing.  There are known
issues, but it should run out of the box with one caveat.  If you have
a version of Perl installed in C:\Perl\, it needs to be temporarily
renamed[1].

This can be retrieved from the Perforce public repository by syncing

    //public/revml/dist/vcp.exe

to your harddrive somewhere.  The http link

    http://public.perforce.com:8080/@md=d&cd=//public/revml/dist/&cdf=//public/revml/dist/vcp.exe&ra=s&c=72B@//public/revml/dist/vcp.exe

should also get it for you.

We'll be updating vcp.exe as we test and squach bugs, then releasing it
under a different portion of the public repository.

[1] The packager that we're using to pack to a .EXE format is not
clearing vcp.exe's built in perl.exe's library paths so it stumbles over
any libraries that your system might have already installed in C:\Perl\.
