At the moment, I can't explain why the
Require Exclusive Locks setting in the
repository options is not behaving as
expected.  Let's try the following steps:

In the Vault GUI client, right-click on a file
and choose Check Out.  In that dialog, there is
a checkbox which says Request Exclusive Lock.
Make sure it is checked, then proceed to
click OK on the dialog.

The file should be checked out, and the file
list should so indicate by saying something like
"Don_Hiatt (exclusive)", indicating that you have
the file checked out exclusively.

If you now attempt to checkout the file as another
user, it should fail.

Does this sequence work for you?

Also: Note that in the Options dialog, under
Concurrent Development Style, there is a checkbox
called Always Request Exclusive Locks.  It's a 
per-user setting.

I am evaluating the use of Vault with VS 2003 and am running into a seemingly very basic problem. I can't seem to get the VS IDE (nor the Vault client) to recognize a file is already checked out to another developer. The client (VS IDE or Vault) simply checks out the file and happily allows both files to be edited. "Require Check In comments" and "Require exclusive locks" are checked for the repository in question. The repository properties has the "Enable Folder Security" set to not checked.
 
Am I missing something? I would think Require Exclusive Lock would prevent a second user from checking out the same file.
