I think what you are referring to is that Vault does not automatically select unchanged files in the "check in" dialog box. Therefore if you select, say, 5 files to check in and only 3 of those files have a status of edited then only those 3 files will be selected in the "check in" dialog. If you manually check off the 2 unchanged files, Vault will undo the check out of those. I hope this helps!
