Most of the work done in the Vault Server is done by SQL Server, and the Web Service never tries to do anything while it's making a request of the SQL Server. Encouraging SQL Server to hog resources will probably help performance. I've had limited success with the "Boost SQL Server priority on Windows" setting in Enterprise Manager. I was thinking since sql is probably where most of the performance hit is on large operations, maybe it would make sense to favor it when the machine is busy.
