No, you can't control visibility of a label.

Yes, you can remove a label.

Subject: [vault-list] Vault 2.0 - lightweight label question

In the upcoming 2.0 release with the changing of how labels work,
particularly the lightweight "tag-style" label, will there be an ability to
specify who can see the label? It would be great that when creating a
lightweight label, to be able to specify if everyone can see it (default) or
if only the person creating it can see it. This would be very beneficial
for those responsible for certain sections of a project and need to tag
certain points in time that are of significance only to that person. Along
with this is ability to remove the tag.

Both these features would be great. Will this be implemented or other
requests for similar functionality?
