(I assume you initiated the Get Latest
on a project or the solution.)

That dialog is not being raised for one
particular file, but rather, allows you
to specify the settings which will apply
to any files it encounters.  There is no
way for Vault to tell you the filename
at that time.

Note that in 2.0, there is a setting which
allows you to specify that you want to be
prompted before overwriting any file which
is modified or has an unknown status.

Bottom line:  Either I am misunderstanding
your question, or this is Just the Way Things
Are.  :-)

I have a question about using Vault within VS 2003 - When I do a Get Latest,
I am never shown the name of the file that is about to be overwritten.  This
is problematic if I wanted to keep my local copy or merge changes, I am not
even sure which file is in question.  Is this a setting or is it just the
Way Things Are?  Thank for any help!
