The primary reason for making this release was to undo an unnecessary
incompatibility burden that was created in 0.17 (whereby only clients
0.16.1 or newer would interoperate fully with 0.17 servers).  In
addition to the temporary reversion of that code (we're going to wait
a while longer, to give more folks time to update their clients to
newer versions of Subversion).  Other changes included in this release
may be seen below.

This release was tested against Apache httpd 2.0.44, which is
available at:

    http://httpd.apache.org/download.cgi
