You know best whether GPL compatibility is important (e.g., while I know folks are using the cvs2svn skeleton for cvs2everthingelse, I don't know how many want to package it in any particular way). I think odds are probably good that CollabNet would let it go, after review (I'm sure CollabNet would want to think about it first; I'm also sure that would take inexplicably longer than seems to make sense ;-) Whether the Subversion Corp is willing to be the recipient would be their call. If there's a pool somewhere, though, I'd put my money on "sure, why not?"
