Patch preview: run-tests and cvs2hg

As promised, here is a sneak preview of a coming patch, so you can see
what I've done to run-tests.py to test cvs2hg:

Don't bother trying to apply this; I've left out several prerequisite
patches.  (They're in my patch queue and you can find them if you
want.)  All I want here is 1) feedback on whether this looks like the
right direction for testing cvs2hg output and 2) to inspire someone to
test the living daylights out of cvs2git similarly.
