I don't think it is ripe for trunk, for the reasons discussed in that
thread.  It's more a question of whether people can use it meaningfully
than whether it works correctly.  So I just committed this change to a
new Subversion branch, "remove-noop-revisions", where it will be
available for posterity even if it never makes it to trunk.
