Migrating CVS to SVN with custom tags folder hierarchy.

Dear Sir or Madam,

I am about to migrate a large project from CVS to SVN. I tried cvs2svn
but encountered problems with tags directory hierarchy (trunk and
branches are ok). cvn2svn creates flat hierarchy, I mean, after
conversion, the 'tags' folder contains folders named as tags. This is
a problem because existing repository has thousands of tags and is
difficult to browse tags directory and manage it. I would like to have
the migrating project folder hierarchy in 'tags' directory. Please,
see attached picture.

Could You please tell me whether there is some option in cvs2svn that
can migrate the project the way I want? If not, then could You please
tell where should I change the cvs2svn python code (or at least some
lead). Where can I find code that translates CVS tag path to future
SVN tag path? I would be extremely grateful for those informations.
Actually, the picture, I attached, presents only one of the ideas that
I have. Still, If You could help me with this then I should be able to
do whatever hierarchy I would like.
