Thanks for your bug report. I think you must have used CVS in an usual
way. The problem was that the file had an active vendor branch that
sprouted not from revision 1.1 but rather from some later revision,
and yet the file appeared to be imported.

I just pushed some changes to trunk that I think should fix your problem.
