cvs2svn conversion....

Hello All.
Just need to clarify the requirements for the cvs2svn utility. We
have a production installation of CVS on a Linux that we need to convert
to SVN. We created a sandbox enviroment on AIX to do the conversion. I
have noticed in the requirements that we need direct access to the CVS
repository to convert. Following are the questions that I have:
Question 1. Does it mean we need the CVS server installed on the AIX
machine along with the source folders?
OR
Question 2. I can just tar the CVS source folder and take it the AIX box
and use that for conversion. The cvs metadata folders contain enough
information to help with the conversion.
