Migrating Empty Directories with cvs2svn-2.3.0

I am in the process of testing a complete cvs 2 svn migration and I have come
across an issue where empty folders in CVS are NOT being migrated to SVN.

In doing some research, some people have suggested that NOT using the
not-prune option will fix this however either way, it does not work. I have
it in my oprions file as ctx.prune=false. Do I need t oremove it totally? 

The documentation also references the --include-empty-directories option
however I am not sure how to use this with an options file. 

Has anyone else out there come across and resolved this without having to
manually add folders to SVN later?
