OutofMemory in pass 16?

Hi,
I am converting a CVSNT repository to SVN.
My environment is:
Windows XP
cvs2svn-2.3.0
cygwin with python 2.5
I am trying to generate a dump file first.
An error happens on pass 16 of the process.
Starting Subversion r2685 / 5019

Starting Subversion r2687 / 5019
Starting Subversion r2688 / 5019
Starting Subversion r2689 / 5019
Starting Subversion r2690 / 5019
Starting Subversion r2691 / 5019

ERROR: The command 'cvs -q -R -f -d /cygdrive/c/workplace/vcs/ASA co -r1.1.1.1.2.2 -p Source_Code/DEV/Web/WebContent/xxxxxxx.jsp'
failed with exit status=-1
and the following output:
1 [main] python 504 C:\UserApps\bin\python2.5.exe: *** fatal error - cmalloc would have returned NULL
Can any one help point out what could go wrong?
Can I restart pass 16 from a particular revision? E.g. in this case restart from r2696?
