Branch gets manufactured by multiple commits?

Hi there, I've found a branch which get's manufactured by multiple commits instead of one which collects all neccessary revisions. Is this expected behaviour for cvs2svn 2.3.0 or a possible bug? I found as much as 5 separate commits (rev 82356, 88389, 111647, 111943 and 111959 distributed over more than 1 year of commit date) for a single branch, all labeled "This commit was manufactured by cvs2svn to create branch 'xxx'." When looking closer at the generated repository, I'm seeing another branch which has 17 of such commits. I didn't expect that, but it looks like it might be expected behaviour. Right?
