cvs2svn KeyError 1.1.1

Hi,
I'm new to using cvs2svn and have hit an error that I hope you can help me work around. We are using cvs2svn v2.3.0 and have also tried the trunk version at v2.4.0 r5342. Both versions result in the same error: KeyError: '1.1.1' ... or more precisely the command and output are pasted below.
Although there are KeyErrors in the archives - they appear to be on older cvs2svn releases. I did not find any suggestions there that fix our error.
The output pasted below is from a conversion attempt of a stripped down version of my CVS repo - after using destroy_repository.py and shrink_test_case.py. I looked in the remaining file but I do not see a corruption that I can recognize.
We have:
cvs2svn v2.3.0 *and* have also tried the trunk version at v2.4.0 r5342

I have read about vendor branches generated with the import operation. I'm not sure if that's what this is - or if so, how to handle it.
