RE: cvs2svn KeyError 1.1.1

It looks like it's working!!!  (I downloaded r5344 from trunk this morning)

Usually v2.3.0 fails with the KeyError after an hour.  This version has been running for about 3 hours now and it's still moving along...

This was easy to fix, so I just did so in trunk r5344.  If a vendor
branch declaration refers to a non-existent branch, cvs2svn now emits a
warning and ignores the vendor branch declaration.
