It sounds to me like Subversion itself is having trouble checkout out
our repository because it contains a file whose name contains quotation
marks. This certainly works on Linux, so I suppose that it is a
Windows-only problem. I suggest that you ask about it on the Subversion
mailing list. Please let us know what you find out there so that we can
fix the problem for other Windows users.
Meanwhile, the best way for you to get on with your work is probably to
download the source code in a zip file or tarball. I don't think you
can do this at cvs2svn.tigris.org, but you can at the github mirror here:
https://github.com/mhagger/cvs2svn/downloads
by clicking on the "Download as zip" or "Download as tar.gz" button.
Just unpack the file and run cvs2svn from the resulting directory.
