I am suffering from this, too. And yes, this is Windows only but will remain
as long as these two files with one and two quotation marks are present.
Basically no (!) Windows user will be able to checkout the sources from the
repo.

I would suggest that you create a (python) script that creates such files on
the fly prior the test case instead of checking these into the repo.
