Apparently cvs2svn doesn't get much testing under Windows.  I personally
don't have Windows running anywhere so I can't test it myself.  Once you
figure things out it would be great if you would submit some changes to
our documentation that would make it easier for future Windows users to
get started.

The requirements are documented here [1]; namely, cvs2svn requires
Python 2.x, where x >= 4.  Python 3 has backwards incompatibilities with
Python 2 and is not (yet?) supported.
