excluded path showing up in branches

We have a CVS repo we are trying to split into two. For example

sa/main/bin
sa/main/tests
sa/main/web

The options file had

run_options.set_project(
   r'/cvsroot/sa/main',
  =E2=80=A6(standard options, nothing custom)...
  exclude_paths=3D['sa/main/tests'],
)

When it initially listed the files being imported I didn't see any tests pa=
ths. However when I checked out the imported repo, there were a few hundred=
 files in main/tests =E2=80=A6
