Removing backport.pl [Was: The future of backport.py]

We discussed the Perl version almost two years ago [1] and consensus was to
remove it but I don't think we ever announced it. Consensus in the thread
was that the interactive features probably were not in much use and the
non-interactive features are already replaced by the py version.

I can live with either option but I think it is important that it is a
conscious decision since we remove something that is still functional (and
which might not have a direct replacement, pending the outcome of the
backport.py discussion).
