Since we're close to publishing RC3, I did a pass over the current state
of the 1.15 release notes, making them more suitable to be shown to the
end users.

The missing CMake section currently results in some dangling references
to it from the surrounding text.

We still have time to fix that before the final release, but if you happen
to have a minimal version of that section stashed somewhere, please
commit it (even a minimal section would likely be better than nothing).
