Shelving v3 (just started) uses a real WC for the storage of each shelf-version.The editor APIs are all in place: svn_client__shelf_replay(), svn_client__shelf_mods_editor(), svn_client__wc_replay(), svn_client__wc_editor().

With this storage, "svn shelf-diff" is now working "for free". This issue is fixed.

I abandoned getting other existing operations to use the WC editor (svn add/rm/move/propset/patch/merge) for now, as not on the critical path.
