On compilation of source 'subversion-1.13.0' build fails with error.

NOTE: 
libLZ4 seems rather Intel-centric with the necessity of this specific instruction.

SUGGESTION:
Maybe dump the requirement for LZ4 until it can compile on all CPU platforms properly.
