As I said, I assume that was a bug in 1.8.15.  (If I'm wrong about that,
one of the other developers will correct me.)

As to adding a --parents flag and/or or automatic ordering, you are
welcome to propose these ideas in a new thread on the dev@ list.  (I'd
like to keep this issue just about the error message, one matter per
issue number; and we use the issue tracker only for recording results of
mailing list discussions, not for _de novo_ bug reports and feature
requests.)
