What happens if the user config specifies compatible-version=1.16 and the client is version 1.15?  Would we treat it the same way we would treat {{svn co --compatible-version=1.16}}, i.e., warn (currently) or error (just proposed in https://mail-archives.apache.org/mod_mbox/subversion-dev/202202.mbox/%3C20220225201659.GA3484%40tarpaulin.shahaf.local2%3E)?
