Proposed change of posting policy on the mailing lists

Until now everybody could post on the mailing lists. This works fine in 
the past but now the mailing list gets more and more flooded with spam 
mails. For every single email that comes from a non member we have to 
check the mail and approve it (if valid).

During the next days this policy will be changed so only members can 
post. All you have to do is subscribe to the mailing list if you intend 
to post via email. If you want to post via the web interface you have to 
register an account with the tigris site.
