This bug is already filed as issue #2305
<http://subversion.tigris.org/issues/show_bug.cgi?id=2305>.

(The issue contains a comment saying "I may have fixed this in r37296."
but in a quick test just now I find it is still broken on trunk as well
as on 1.6.x.)
