LCID lcid = GetUserDefaultLCID();

I don't know why they are using that instead of GetUserDefaultLangID
or GetUserDefaultUILanguage. But I know, Windows language setting is
so difficult for regular users. Number formatting is the 1st thing
displayed to users.

To use English in RapidSVN you can remove zh_CN/rapidsvn.mo from
locale directory.
