D tools strategy

OK, I have twigged a lot of the old dmd tool structure, it is all about
integrating with the C, C++ and Fortran infrastructure.  Now whilst C, C
++ and Fortran are totally integrated in SCons and indeed have a special
place at the core of SCons, maybe the D infrastructure should declare
UDI and not try to integrate with C, C++ and Fortran.

If we think that perhaps integrating the D support with the C, C++ and
Fortran support is a better move then we may end up having to work with
SCons forks rather than just a package since C, C++ and Fortran supports
is scattered around much of the SCons code.
