libsvncpp: request for comments on change of LICENSE to LGPL

Hey there, in the past libsvncpp used to be LGPLv2. When we changed the license of RapidSVN to GPLv3 we also changed the license of libsvncpp to GPLV3. The rationale for this change is here: https://www.gnu.org/licenses/why-not-lgpl.html Now we are having requests of people who want to use libsvncpp in a closed-source environment. This would be fairly easy with the LGPLv3 but not with GPLv3. Since we cannot enforce the licenses of users yet want to widen the userbase of libsvncpp I want to propose the change to LGPLv3. Again, this is about libsvncpp, not the main RapidSVN. So, speak up!
