I experienced the same problem on Windows Vista Home Basic SP1, 32 bits.

As a note, personally, I like to be free of .NET dependencies (2005-2008?) but
VC6 is getting quite outdated too.

The solution of embedding manifest (as opposed to not building it at all) can be
found here (just one command really, most easily to included into Makefile I guess):
