In Japan, some platforms (I know Mac and Ubuntu) will generates too long string
from strftime("%x %X" ...).

r7923, it is changed to "%F %T" in translation file, but this format is not
supported in all target platforms of RapidSVN. A correct translation should be
"%Y-%m-%d %H:%M:%S".
