Started working on this and set target milestone to 0.14; this will be FIXED
after the next wxMSW nightly

Revision 8069:
* tools/check-version.py: dont use the micro revision for the
  installation dir and the program manager groups
* packages/win32/rapidsvn.iss: Updated the file according to
  the change script.
